The Advocating Transparency and Accountability Project "ATAP"

ATAP is one of Governance and Development Sector's projects at DISC; the project's implementation comes through the Egyptian society and government's concern with the issues of fighting corruption, supporting the principles of transparency and integrity in the different administrative sectors. This is of great interest due to the connection between foreign investments and the rate of transparency and accountability within the political system of Egypt.
DISC's project came as a response to three consecutive incidents:
- Mr. President's call to fight administrative corruption and to enhance transparency in the Government's sectors, in his speech in front of both People's Assembly and El Shoura Council on November 19, 2006. This speech gave the green light to several Egyptian and international organizations to observe, uncover, and analyze corruption cases, and to recommend alternative solutions supporting social and governmental efforts towards this issue.
- According to Corruption Perception Index, Egypt's transparency rank dropped down to 105 in 2007 after it was 73 in 2006 according to Transparency International.
- The Egyptian Cabinet Information and Decision Support Center's issuance for research, which concerned the Egyptian community's perception of corruption. This research would help to raise awareness about the corruption that people unknowingly participate in on a daily basis.
The project is implemented in cooperation with the United States Agency for International Development "USAID" who saw that the project could give practical solutions to enhance transparency and fight corruption, instead of criticizing without giving alternative solutions.
Project's Goals:
- Supporting social efforts to fight corruption and uncover its causes in the developmental sectors like: Health, Education, and Local Administration.
- Instilling the concepts of transparency and accountability in the daily actions of citizens and government officials.
- Supporting governmental efforts to develop a system that could resist the causes of corruption and reduce its spreading rate inside the governmental sectors which deals directly with citizens.
- Enabling the civil society organizations and the media to be objective while dealing with corruption cases, and to activate their role in spreading awareness to the public and guiding them to fight corruption within the community.
The Targeted Areas:
- Grand Cairo.
- Delta.
- El Menia, Assiut, and Quena.
